Summary
The C Line (Green) Extension to Torrance is a Measure M project studying light rail transit options between the existing Redondo Beach Station and the Torrance Transit Center. The extension will add 4.5 miles of new track and is projected to serve 11,500 daily riders by 2042. This extension will also now operate as the southern continuation of the K Line from Redondo Beach (formerly C Line). In early 2020, Metro awarded a contract to STV Inc. to conduct the environmental analysis and conceptual engineering to complete the EIR phase of the project, and TRG to conduct the outreach during the environmental phase. TRG has led the outreach and public engagement efforts on the project from the initial Alternative Analysis phase of the study, through significant milestones such as the partial Draft Environmental Impact Report/Environmental Impact Statement (EIR/EIS), the completed Supplemental AA in 2018, the release of the Draft EIR in 2023, the approval of the Locally Preferred Alignment (LPA) in 2024, the release of the Final EIR in 2025, and the recent approval of the Hawthorne Alignment by the Los Angeles Metro Board of Directors.

The C Line (Green) Extension to Torrance, now K Line Extension to Torrance, is a Measure M project that will extend light rail service from Redondo Beach Station to the Torrance Transit Center. The extension will add 4.5 miles of new track and is projected to serve 11,500 daily riders by 2042.

TRG has led the outreach and public engagement efforts on the project from the initial Alternative Analysis phase of the study, through significant milestones such as the partial Draft Environmental Impact Report/Environmental Impact Statement (EIR/EIS), the completed Supplemental AA in 2018, the release of the Draft EIR in 2023, the approval of the Locally Preferred Alignment (LPA) in 2024, the release of the Final EIR in 2025, and the recent approval of the Hawthorne Alignment by the Los Angeles Metro Board of Directors.

TRG has been responsible for developing unique and effective strategies to engage a multitude of stakeholders including schools, business interests, neighborhood associations, environmental groups, and transit advocates. The outreach effort included coordination of Public Scoping meetings, Community Update meetings, DEIR public hearings in four different communities throughout the project area to educate the public and obtain feedback on such topics as transit-oriented development, land use policies, improved mobility through high-frequency transit service, and interconnection of transit lines to enhance the regional transit network. Most recently, TRG monitored public comments from the FEIR period to gauge the support and opinions of the project from the local community. Additional outreach has included creative engagement through project video simulations and digital illustrations, virtual StoryMaps, pop-up events, and tours of the Metro Gold Line and Expo Line for the South Bay community members and elected officials.

After many years, countless community engagement endeavors, lots of public comment, the South Bay is another step closer to getting a Metro light rail extension and connecting the community to the rest of Los Angeles County! On Thursday, January 22, 2026, the Los Angeles Metro Board of Directors unanimously approved an elevated rail line along Hawthorne Boulevard south of the San Diego (405) Freeway, extending the Metro K Line 4.5 miles to the Torrance Transit Center.
